The paper provides the account of transformations in Russian social services' system, and the risks accompanying these processes, including institutional risks, social investment risks, and the risks of social services' digitalization. The authors used and summarized empirical data obtained during questionnaire surveys, interviews and the work with focus groups of regional governments' representatives, non-profit organizations and citizens, which were conducted in 2019–2022. Based on the analysis, the authors proposed risk reduction strategies.
