This report focuses on the problems of establishing an effective institutional mechanism of interaction between government and civil society. Nowadays the state has a need of new channels of «feedback» tending to improving information provision for management decisions and increase of public confidence in state institutions. In this report the basic features of social institutions of citizens appealing are set out, and the mechanism for increasing its efficiency is offered.
