The article deals with the potential receptions from the administrative and political experience of Swedish “Age of Liberty” in the Imperial council project, offered by N.I.Panin in 1762. The author corrects traditional point of view which considers Panin to be influented by Swedish political tradition. Rather, he was influenced by the “continental monarchy” model, in which full sovereign power was held by monarch, supported by an elaborate consultative apparatus.
