This article attempts to examine information and communication technologies, which play an important role in training activities and human life in the 21st century. This article emphasizes that in modern conditions it is widely used the concept of «infocommunication technologies,» which include information and telecommunication technologies. Proposed sequence of study of theoretical material, which will contribute the ability to apply knowledge application in practice. As theoretical framework was chosen interdisciplinary approach taking into account various aspects of foreign language communication and use of information and communication technologies. Special attention is paid to competence-based approach, which is the method of simulation and design of educational outcomes. The authors analyze the experimental work, as a result of which was designed and implemented a special course "Internet resources in teaching foreign languages at the Universities of EMERCOM of Russia (specialists of fire safety). The authors present a pedagogical model that enables interaction of participants of educational process and educational resources. It is concluded that the use of information and communication technology contributes to a significant increase in indicators of cognitive, emotional, and informational components of foreign language competence.
