The article justifies the necessity and conditions for realizing cooperative educational programs in the on-line form. The authors specify the main directions and regulatory framework for forming educational collaborating cooperation, factors showing its advantages, show the role of distant learning technologies and digital educational resources for realizing on-line educational programs effectively. While realizing cooperative on-line educational programs there arise problems, solutions for which Universities, on-line partners, find basing on experience in the process of their collaboration.
