The implementation of a balanced-empirical mechanism is substantiated by the requirement to increase the efficiency of strategic analysis and forecasting of the activities of enterprises for the processing of copper recyclable materials included in the Arctic Norilsk metallurgical cluster. This article presents and describes the instrumental support for substantiating the directions of administrative regulation of the internal environment on the example of a target complex corporate structure. To do this, the sequence of actions for the implementation of the author’s methodological approach, representing: - a comprehensive assessment of the external and internal environment of the enterpriseobject of research in the context of the main strategies of corporate development (inertial strategy, intensive development strategy, extensive development strategy, recessive strategy); - a comprehensive assessment of the external and internal environment of the banchmark enterprise; - formulation of directions for the development of the internal environment (production and non-production) in order to cut short / medium and long-term strategic programs of the enterprise. In the course of preparing the work, along with general scientific research methods, the expert method, system analysis, economic and statistical methods, analytical and calculation method, and graphical analytical method were also used. The use of this set of methods made it possible not only to obtain objectified data, but also to provide their visual representation. The results obtained will allow the author to develop the existing enterprise management system based on the implementation of strategic directions formed taking into account the existing social, economic, environmental and technological trends. The presented methodological approach can be used to formulate strategic and tactical management decisions by the heads of enterprises for the processing of secondary copper raw materials included in the Arctic Norilsk metallurgical cluster, as well as adapted to the activities of other metallurgical enterprises.
