Problem of realization of programs of construction of accessible habitation on a background of absence of methodology of integration of the state and subjects of economy, have recently gained greater urgency. In the present work principles of integration of the state and subjects of investment and building sphere, and also a basis of society-guided economy are offered. It is concluded that functioning of partnership of new type in construction will allow to increase efficiency of realization of national investment and innovational projects during modernization of economy is made.
