The work consists of two blocks: theoretical and practical. In the theoretical block, the thesis about the increasing role of social cybernetics in ensuring the integrated security of the population and territories is substantiated. The thesis is formulated on the basis of literature analysis, statistics data of the Ministry of Emergency Situations of Russia and Rosstat, scientometric study of publications of the RSCI database. In the practical block of the work, this thesis is confirmed by empirical studies conducted by the authors in Yekaterinburg at the height of the COVID-19 pandemic. The empirical block contains data on the characteristics of traffic accidents during the pandemic and information on the readiness of law enforcement officers to perceive these characteristics. The replacement of long-term seasonal variability of road accident parameters with new variants of fluctuations associated with the waves of the COVID-19 pandemic is shown. To explain the mechanism of these fluctuations, the authors used the phenomenon of Frankl's release and the phenomenon of excessive substantiation (repression of motivations). The functional state of rescue workers was assessed in a sociometric format using online SAN tests (well-being-activity-mood) and Zimbardo's time perspective. The orientation of the respondents to plan the future based on the positive experience of the past is shown. In order to successfully integrate the new features of road accidents into the professional activities of employees of the Ministry of Emergency Situations of Russia, it is proposed to include the basics of social cybernetics and behavioral analysis in the service training classes.
