Assessment of current situation of the housing-electricity economy is given in an aspect of its im portance - satisfaction of vital population needs. The analysis of interaction between government and entrepre neurs is conducted in this paper. The author attention is in the problem of investment in this sphere based on the modernization of public-municipal and private partnership institutional mechanisms. Advantages are reviewed, optimal model of its development is offered in this article. Conclusions and practice recommendations are formu lated in this paper.
