The paper reveals the development of the «silver» education system in modern Russia. «Silver» education is considered as a social space of interaction of various social actors with their own goals and interests in this area. On the basis of the sociological data the features of the goals of the "silver" community, state, employers, non-profit organizations are shown. It is proved that contradictions and inconsistencies between the goals of different social actors become a key factor hindering the development of education for older Russians. The content of the goals is considered in close relationship with the proposed and already used by various actors ways of their implementation. The necessity of activation of the educational organizations as a social force capable to coordinate and consolidate public, state, economic interests in the «silver» education sphere is argued.
