The development of the information space entails changes in various substructures of society. In particular, the norms of information law are evolving, the information culture of society is being transformed. Young people are the most involved in the digital practice of the population; they are the fastest in responding to technology development, but are reluctant to tolerate legal changes associated with the use of familiar resources. The purpose of our study is to analyze the problems and find ways to develop the student culture of youth in the Internet space. The objectives of the study were: - theoretical analysis of the elements of mass culture; - determining the place of digital literacy in the cultural space structure; - determination of the nature of the connection between information culture and information law; - analysis of the main risks of poor information culture of students in the context of dynamic legal regulation of the digital environment; - actualization of the problem of managing development of student’s information culture at the system level. It is concluded that digital literacy is a basic element of information culture, which forms the foundation for norms and specific values of the digital space. The authors refer to the credibility of information as such a specific value. It is proposed to expand the content of the concept of digital literacy to include knowledge of the legal norms of using Internet resources. This brings the scientific categories of information culture and legal culture closer together. But from the point of view of process management, this approach to digital literacy as a component of information culture will make it possible to update educational programmes more quickly, taking into account the changes in the legal field. In particular, it has been proposed that this approach should be used in the development of the Ready for Digital Project (National Project “Digital Economy”, “Human Resources for the Digital Economy”) to strengthen the phenomenon of the “digital citizen”. Based on the empirical data of 2020 student youth monitoring (N = 2000) and data from research companies Mediascope, FOM, VTSIOM, the authors identified such risks of information culture of student youth as the use of resources blocked by Roskomnadzor (a mass media watchdog), low awareness of changes in the regulatory framework, the tendency to justify violations of the law, which illustrates the theoretical provisions of the article.
