The article is devoted to the problem of developing the concept of managing the sustainable sovereign development of the socio-economic system. It is shown that the content of the term «sovereignty» in the context of globalization has changed significantly and needs to be clarified. On the basis of the cybernetic approach to management, the socio-economic system is considered as a set of two inextricably linked subsystems - allopoetic (oriented towards interaction with the external environment) and autopoetic (closed on itself). They correspond to two different theories of self-organization - according to Prigogine and according to Bauer, respectively, and various contours of monetary circulation. Allopoetic systems are objects of control of first-order cybernetics (an external observer), while autopoietic systems are objects of second-order cybernetics (internal observer). The first of them focuses on managing the flow of resources (material, energy, information, financial, human) between the system and the environment (provided by open loops of connections within the system), and the second focuses on their circulation in loops closed within the system, which ensures the sovereignty of the system. The paper proposes to synthesize two management concepts based on a systematic approach to mathematical modeling.
