The article analyzes of problems of modern functioning and development of preschool education. The standardized interview with preschooler’s parents was carried out in Ekaterinburg (n=230). The materials of this research show that the main problems are availability of municipal preschools, organization of its functioning and occupancy of groups of children, requirements to modern model of preschool teacher and practices of informal payments.
