Importance Due to modernization of the Russian energy and transport sectors, the problem of searching for new ways to improve energy efficiency of territories has recently become more relevant. Objectives The purpose of the research is to identify the existing problems in the energy and transport sectors under modern economic conditions, to develop areas of development of the municipality, including from the perspective of social and energy efficiency, and to refine the existing methodologies of assessing socio-economic efficiency of investment projects. Methods Using econometric and mathematical methods, I analyzed various aspects of investment activities within a municipal district, identified effective investment projects of territories development with State co-funding, defined their social significance and resource and energy efficiency. Results The result of the study is to identify the relationship between the amount of capital investment, the amount of saved energy and investment project profitability. I substantiated a number of public investment projects from the point of view of their economic and energy efficiency. Taking into account the planned costs for these events, the savings would amount to 90 million rubles per year. The proposed measures related to public investment projects implementation to develop territories on the case of the Pervouralsk municipality will be useful for public authorities of the Sverdlovsk region. Conclusions and Relevance I conclude that under the crisis and economic sanctions, the implementation of the proposed investment projects with government co-financing will enable to improve energy efficiency. The energy efficiency is an indicator of the scientific and technical potential of the country, which allows estimating the level of its stability and reliability.
