"Information management and the development of technological information platforms in the process of transition of the national economy to the fourth technological order become even more urgent. In this study, authors developed methodical approach and an algorithm for the assessing of the level of development and application of information technology. The object of application is large integrated structures with state participation (public-private partnerships, consortiums). The application of a new method for the assessment of these processes in 16 countries, including Russia and the Republic Iraq, was performed. Based on expert s’ opinion, this method of assessment can be applied to a group of indicators "Level of development of IT technologies". Accordingly, the following conclusion can be drawn: the form of public-private partnership is the closest to the socioinformation phase of economic development. While it has the necessary resources to solve a range of investment, information and social problems."
