The article deals with e-participation of citizens as a tool for GR-communication between citizens, non-profit and commercial organizations with government authorities and local authorities. The results of investigations that are carried out by the Federal Service of State Statistics and the Ministry of Communications and Mass Communications of the Russian Federation, as well as a sociological survey of the population of the Sverdlovsk region in the framework of the grant RGNF "Information Culture of Sverdlovsk region: settlement and socio-demographic aspects" in the period 2014-2015 year.
