"The article presents the results of the research of the draft of building communism in the USSR, State Planning Committee (Gosplan) developed after World War II. The history of the drafting of the programme is described and its main provisions are given. The fundamental tasks of the transformation of society from socialist to Communist are revealed. Specific economic indicators of the future society are provided and are compared with the real possibilities of the Soviet economy. The special place occupies the analysis of the territorial development project of the USSR in the period from 1951 to 1970. N.A. Voznesensky oversaw the work before he was arrested in 1949, so the study of this topic helps to understand the views of defendants in the "Leningrad affair". The Development plans were continuously.
