In this article, the author tries to identify the features and tendencies characteristic of the existence of state in the period of war as it is presented in the largely unknown work “The State” by an American philosopher R. Bourne, in which he refl ects on the First World War. In addition, the author analyzes whether R. Bourne’s ideas have any confi rmation in the development of the European social space in the early 20th century.
