The article is devoted to the history of liberal press in pre-revolutionary Russia. At the center of author`s attention - newspaper “Povoljsky vestnik” which was published in Kostroma. Political position of this edition was close to the Party of peaceful renovation appeared in 1906 (summer-autumn). The author shows relation of provincial press to governmental policy and to tactics of main liberal parties - kadets and octobrists. The article analyses content of materials written by leading journalists of “Povoljsky vestnik”, especially V. S. Sokolov.
