The relevance of the development of this work (the project) is due, on the one hand, to the need to expand the range of services offered by the municipal organization, to increase extra-budgetary funds, on the other, to build intercultural and interpersonal interaction within the framework of joint creative activity, which inevitably affects the growth of social harmony, development of social sphere, the investment attractiveness of the territory as a whole. The problem of research: how to organize a multicultural, vocal and dance festival that meets the needs of the target audience and draws attention to the activities of the municipal cultural institution, on the basis of which it is conducted. During the development of the project, the following methods were used: theoretical - analysis, modeling, comparison, generalization, planning, design; empirical - observation, document analysis, expert interview, mathematical and graphical processing of results. The practical importance of this project is to develop and hold a festival of Korean popular culture on the basis of Central Committee "Ural", which will expand the range of cultural events held in this institution, attract additional visitors and serve as an advertisement for the municipal cultural institution. The project rationale for this festival can be useful to other cultural institutions for conducting similar events on their basis in order to attract new visitors and expand the range of activities. As part of the implementation of the work, it was possible to organize, justify and conduct a project of the Korean popular culture festival "K-STAR" on the basis of the МАУК of the Central Committee "Ural" using socio-cultural design technologies. The results achieved in the course of the project implementation coincide with those outlined: it was possible to draw attention to the variety of cultural events organized by the Central Committee of the Urals, to increase the number of visitors to this institution; to acquaint the townspeople with the "k-pop" direction, to contribute to the development of the creative thinking of the participants in the process of preparing the contest numbers and to create the optimal conditions for the exchange of creative experience among people who are keen on the modern popular culture of South Korea.
