The article is devoted to the problems associated with the development and implementation of state programs of the Russian Federation. The analysis of the process of development of state programs in the framework of the value creation approach used in the concept of lean production revealed a clear violation of the balance of interests of key participants. With the help of the project approach, it is proposed to improve the process of development of state programs, eliminating the losses and increasing the value of the stages of development and implementation of these programs for the key participants in the process - the state, the state apparatus and citizens of the Russian Federation.
