The Article is devoted to the substantiation of organizational and methodological conditions for the rehabilitation and habilitation of children with disabilities and disabled children on the basis of testing centers of the TRP complex in the Sverdlovsk region for the full psychophysiological development of children with disabilities. The characteristic of the normative-legal and social role of physical culture and sports activity in terms of the use of adaptive physical culture and sports as a tool of social adaptation and integration of disabled people in modern society is given; as a key element of the system of full or partial restoration of the abilities of persons with disabilities to household, social, professional and other activities. The state requirements to the level of physical fitness of the all-Russian sports complex "Ready for work and defense" (TRP) as a program and normative basis of physical education in the process of rehabilitation and habilitation of children with disabilities and disabled children (including within the framework of the pilot project of the Ministry of labor and social protection of the Russian Federation to develop approaches to the formation of a system of comprehensive rehabilitation and habilitation of disabled people) are updated, as well as children with disabilities in the framework of the state program of the Russian Federation "Accessible environment" for 2014-2020). The characteristic of approach of attraction of disabled people and persons with limited opportunities of health to systematic occupations by physical culture and sports on the basis of medical indications, including on the basis of the centers of testing of the GTO complex, and also experience of the all-Russian sports complex "Ready to work and defense" (GTO) for disabled people in Sverdlovsk region is presented.
