The research relevance is determined by the expansion of intersectoral interaction and the need to adjust state measures to support public initiative, taking into account the current situation and regional specifics. The purpose of the article is to critically evaluate the practice of state assistance to socially oriented non-profit organizations (SONPOs) in the field of education and youth policy of the Sverdlovsk Region, and to specify the social effects of successful partnership through practices that can be replicated today in the education and upbringing of socially responsible youth. The authors have analyzed regulatory documents, reports, and analytical notes, using the content analysis of applications for the subsidy competition of the Ministry of Education and Youth Policy of the Sverdlovsk Region. The problem field is supplemented by the results of an expert survey of SONPO managers implementing projects in the field of education and youth policy in the Sverdlovsk Region, as well as the representatives of the pedagogical community showing professional interest in interacting with SONPOs (n = 227, target sample, 2021). The results prove that socially significant SONPOs’ projects, which have received state regional support, really contribute to the achievement of national development goals. At the same time, the NPOs’ projects are so variable that, on the one hand, they allow to implement the state ideological course, while on the other - to develop personal values, creativity, social maturity, and independence of young people. The article identifies the problems of interaction between the state and the non-profit sector, which are associated with the competence and awareness of all interacting parties. The measures implemented by the executive state authorities in the field of education and youth policy of the Sverdlovsk Region are outlined, which allow solving these difficulties in practice. The authors conclude that the interaction of the state and NPOs in the Sverdlovsk Region is a meaningful process implemented according to the cooperation model. The officials’ approaches to cooperation with SONPOs in the field of education and youth policy are constantly developing, the organizational structure is being improved, the rules for interacting parties are being finalized.
