The authors of the article studied the theoretical aspects and approaches of the housing and communal services. It should be noted that the work related to the housing and communal services is mainly devoted to the quality of services, as well as public administration. In the digital economy, many authors highlight the issues of an integrated approach to digitalization and the creation of a unified information base for the provision of housing and communal services. For more effective management of the housing and communal services industry in the conditions of modern housing construction and the resettlement of 90% of the population of the Russian Federation in apartment buildings, the authors propose a new classification of housing and communal services, depending on the improvement of the housing stock and the construction of high-rise buildings with a 24-32 storey. The article discusses the existing classifications of housing and communal services in accordance with the All-Russian classifier of services to the population, the Housing Code of the Russian Federation, Decree of the Government of the Russian Federation dated 05/06/2011 No. 354 (as amended on 12/28/2021) As a result of the analysis of the improvement of the housing stock of the Russian Federation and the degree of depreciation of fixed assets in the areas of resource supply of housing and communal services and construction, the authors come to the conclusion that a new classification of housing and communal services is necessary in the context of the digitalization of the country's economy and the construction of high-rise and "smart houses", as well as the need for energy saving. As a result, the proposed new classification of housing and communal services can be supplemented by the degree of housing improvement with the addition of such housing services as “Maintenance and repair of elevators”, and utilities “Installation of metering devices and sensors for energy saving for smart homes” and “Provision of verification, repair and service maintenance of energy-saving equipment.
