The article pays attention to the state activity of A.V. Makarov, Cabinet Secretary, and his participation in the judicial process of Prince A.D. Menshikov, related to the land surveying in Ukraine. The relations that have evolved between Menshikov and Makarov, starting from the period of Makarov’s service in the Izhora Chancellery, are considered in detail. The issues on which their ties took place are reconstructed based on the analysis of the correspondence. Especially, letters in which it is written about the Pochep case are studied. The author analyzes the dynamics, tonality and content of Menshikov's letters to Makarov and Makarov’s letters to Menshikov. As a result, it is concluded that Makarov is indispensable for Menshikov in the course of judicial process, but the limited assistance of the cabinet secretary is emphasized within the framework of his own interests and the will of the sovereign.
