This article reflects the intermediate results of the research “Evaluation of social projects and initiatives’ efficiency as a factor of institutional stability of socially oriented non-commercial organizations” which is carried out in the frames of RHSF grant (№115041510070), concerning the analysis of conditions’ interconnection of stable development of socially oriented non-commercial organizations and innovations’ introduction in the region’ social sphere. The authors give a new evaluation of people’s self-organization institutions’ role as a significant actor of state administration system. The paper considers the problem of difficult social problems’ solution through participation of people’s self-organization institutions in development and introduction of social innovations. The article analyzes the conditions of “third sector” inclusion in the present state markets of social services, and introduction of innovative practices in the social sphere. It also exposes the problem of fake social services markets formations in regions. The authors discuss the present state of non-commercial organizations in Sverdlovsk oblast, forecast perspectives of stable development of the third sector in the region from the viewpoint of innovations’ development in social sphere on the base of the survey’s results of two age groups: youth (16-29), elders (30 and above), experts (representatives of non-commercial organizations and state bodies) and expert interview.
