The article is devoted to the phenomenon of the local communities’ finance autonomy research under a decrease of public confidence in participation in the budget process. The aim of this work is to calculate the economic effect of the local community finances autonomy under various scenarios of its development. The calculation is carried out according to data of banking transactions within 1 month between entities in the territory of the urban district with a population of 75 thousand people. Three scenarios of increasing the community from 14 to 47 agents due to the different order of joining new participants are considered.
