This paper is devoted to the problems of the local communities economy management based on a cybernetic approach. A feature of local communities with autonomous finances is the simultaneous coexistence of two subsystems with different goals and main function as part of the management object: first one provides production for external consumers, the second one - self-reproduction of the local community at the expense of internal resources. Only the first subsystem refers to the classical cybernetics objects - first-order cybernetics using input-output models. The behavior models of the second subsystem are described by the theory of autopoiesis, it is a part of second-order cybernetics. Its objects are closed organizational systems. For local communities, this means that there is a network of connections between its agents, formed only by closed circuits. The existence of such networks is proved by the results of the banking transactions analysis between b2b segment among the city districts. The paper discusses the issues of allocating such networks into a separate object of economic analysis.
