Purpose. Study of the role of Public chambers in the Russian federation on various levels of management and their relationship. Methods. Research is based on a systematic method undermining consideration of the corresponding Public chambers as single system of public control. Results and practical importance. The author identified differences in functionality of the real activity of Public chambers on the level of federation, subject and municipality. He also identified the necessity of changing the approaches to formation of chambers using extrapolation of methods in favor of the so-called “ladder” principle allowing including into the body besides the main members representatives from lower levels. Scientific novelty. Consideration of the Public chambers of different levels as a single system of public control allowed forming a new approach to analysis of the activity of non-state actors in the state and municipal management, rethinking analytical methods of their effectiveness.
