Considering contemporary foreign policy issues of Russia's development, it became more important to create and preserve human capital in regions. The study aims to assess changes in the conditions for the development of human potential among the municipalities of Perm oblast for 2012-2021. To this end, statistical indicators of municipalities were utilised. General deterioration of conditions for the realisation of human potential in the context of municipalities was revealed. The current socio-economic situation of municipalities is connected with the level of human development opportunities in 2012. The differentiation between territories with various levels of well-being in terms of human development in 2012-2021 has increased. The findings can be used by executive authorities to create a strategy for the spatial development of the country.
