The article offers new methods of the youth management, developed in business and applied in the state management, including such spheres as population services, place marketing, innovations and team management technologies application as well as reengineering functions and social problems solutions. In this regard, the state youth policy is considered as the service pattern, with its main criterion being its relevance both for the young generation and the society in general. Special attention is given to qualitative characteristics of the youth social community which, apart from everything else, represents an integral part of the society, with its own specific functions. The article thuswise considers the effectiveness of the resource based view and the weak signals theory by I. Ansoff for studying the problems of youth at the regional level. Based on the regional poll materials, including all youth categories of the Sverdlovsk region (N=2512) between November and December, 2015, new trends of family and demographic orientations of the local youth are studied. The authors present the data concerning the dynamics of youth groups quantity in the region, along with the participants’ marital status, testifying to overcoming the demographic crisis. Several new phenomena are distinguished, including the emersion of stable groups of young people, living in an unregistered marriage, voluntarily refusing to have children and following the principle of being unemployed and having no higher education. On the basis of the weak signals theory, several optimization methods of the state youth policy implementation are proposed, considering the youth family and demographic orientations.
