This article is a general research one, written on the basis of generalization of the practice of implementing strategic management of universities and analysis of development programs of a number of regional universities. Based on patterns, trends and development prospects, the authors attempt to describe a technological method for developing a university development program based on a stakeholder approach. An important aspect of this study is that the mechanism proposed by the authors is multiplicative. Thus, it is applicable in various educational institutions of higher education. Additionally, the so-called "projects' portfolio" was identified. It is necessary for implementation based on national and global challenges facing domestic education. Thus, the described methods and approaches for creating university development programs should make it possible to develop the most appropriate management strategies in higher education.
