Reforms in the management of the real estate market in Russia were somewhat delayed from market reforms in the country as a whole. As a result, up to the present time, the institutional changes have not been completed for the purpose of establishing a stable legislative base in this sphere. The absence of generally accepted decisions in the management and development of the regional market for non-mobility confirms the theory of methodology, the methodical and prudent significance and the subject of the research, which used methods of economic analysis and regulatory and legal approach. The major scientific literature has been reviewed, the main types of activity on real estate market management have been identified and systematized, and the main areas of activity of regional authorities to improve the efficiency of property management have been determined. It is concluded that the "real estate market" definition should be understood as a complex regulated by the law of socio- economic system.
