In thispaper, the authors regard the foreign and domestic practice of introducing regulatory impact assessment as an essential tool to optimize the state regulation. The problems of implementation of this institution in the Russian regions are considered. A comparative analysis of the regulatory impact assessment in the Sverdlovsk and Chelyabinsk regions is performed.
