The article reveals the results of the use of urban infrastructure for use in the northern and southern populated urban areas, due to climate change. The tasks of the research are highlighted, which prioritize the comfortable climatic and safe living of a person in a particular urbanized area. The collection and analysis of criteria for evaluating the successful execution and the negative way of implementing the elements of improvement in various cities is being collected and analyzed. Examples of the implementation of projects for the formation of an open urban environment are considered, a number of urban and climatic criteria for assessing the quality of infrastructure are given. The research methodology is based on a structural analysis of the criteria for environmental perception in Russian and foreign cities, which were determined by the sampling method of recreational areas, as examples of the most successful and negative decisions from an environmental and climatic point of view. The quality of the completed reconstruction of a part of the coastal territory on both banks of the Neckar River in the city of Stuttgart (Germany) was assessed, the prospects for continuing the reconstruction of the territories were determined, taking into account geographical and climatic factors and urban infrastructure. The article formulates recommendations for builders and architects and readers of the industry.
