In the early fifth century BC donation of the civil rights to foreigners in Sparta was are an unusual and almost unheard-of incident. The fact that Tisamenos, the seer from Elis, has been invited to Lacedaemon and has received Spartan citizenship, can be understood in the following sense: the Spartan authorities have tried to answer some serious internal and external challenges, which then have risen before Spartan society, by having returned to one archaic method, which was successfully used in the seventh century. It is a matter of proceeding of some large Greek poets and musicians (Terpander, Tyrtaeus, Alcman) and, on the other hand, Cretan prophet and purifiers (Epimenides and Thaletas) in the solution of difficult social problems. These well-known strangers had in Sparta greater authority owing to support of the Delphic Oracle. In Tisamen’s story we have relapse of this ancient method.
