In the article the author analyses legal conditions of self-government implementation, social-psychological features of the groups “power” and “population” and social technologies of their interaction. The author considers peculiarities of cooperation in various spheres on the basis of qualitative analysis of interactive technologies and statistical data. According to the results of the analysis the author identifies the specificity of each of those interactive technologies, gives recommendations on effective cooperation between self-government and population.
