The problem of quantitative and quality standard to risk in conditions of economic instability haverecently gained greater urgency. In the present work the new technique of an estimation to risk at realization of priority state projects is entered. We concluded that the developed toolkit most full will allow to reveal specific features and a level of a risk at realization of investment projects with the state participation.
