More than five years in Russia, the strategy of innovative development is being realized, however, the small business turnover grows very slowly, at the same time, the share of incomes in the budgets of regions from the innovative component. One of the reasons is the use of ineffective methods for analyzing strategic activities, and as a result, making inaccurate decisions. Using the example of constructing rating estimates of innovative development of Russian regions, processing of small business statistics of the Sverdlovsk Region, the authors conclude the most accurate methodology of analysis and offer it as necessary for the current strategic management of innovation activities.
