The article discusses the necessity of connection with the Message of the President of the Russian Federation to the Federal Assembly of February 21, 2023, also the "Strategy for the development of the construction industry and housing and communal services of the Russian Federation until 2035" and the Action Plan ("road map") to search the new forms for the development of a competitive market in these areas. The authors believe that it would be possible with the help of formation socio-economic cluster of the housing and communal services. Its features and comparative differences from the industrial cluster are given according to many criteria, ranging from the product of the industry to the prospect of development. As a result, the author's definition of the housing and communal services sector is given. Also, according to the authors of the article, the cluster of the housing and communal services will solve the problems that have accumulated in these industries using an integrated and systematic approach and bring the housing and communal services sector to a new level of economic development.
