The article discusses China’s policy in the development of the smart city concept, as well as the practice of implementing the concept in the country’s cities, depending on their territorial, social and other features. The identification of key factors and determinants of the implementation of smart city projects, the analysis of their functions allow us to give a detailed description of the main institutional models of smart cities that have developed today in international practice.
