The management process at all levels and especially at the municipal level has a dynamic character. Globalization, informatization of society and socio-economic processes set high demands to the range of competencies of a civil servant, for example, the competence to involve a wide range of alternative institutions in solving practical problems of management. The article deals with sport as a tool for non-administrative influence on the spectrum of social technologies used in this sphere.
