The article presents the theoretical aspects of the author's methodological approach to a comprehensive assessment of the ecological and economic potential of a complex industrial corporate structure deployed in the Krasnoyarsk Territory of the Russian Federation. In addition, the authors used practical examples to illustrate the adaptability of the formulated methodology to the specifics of the activity of a particular metallurgical enterprise in the cluster. The aim of the study is to develop and test a methodology for a balanced assessment of the ecological and economic potential, adapted to the peculiarities of the activity of the metallurgical industrial cluster of the Krasnoyarsk Territory of the Russian Federation. To achieve this goal, the authors have consistently solved the following tasks: - the author's wording of the term “metallurgical industrial cluster” was proposed; - the Subarctic Norilsk metallurgical industrial cluster is characterized; - developed a system of key indicators for assessing the ecological and economic potential of the metallurgical industrial cluster - a criterial integrated indicator for assessing the ecological and economic potential of the metallurgical industrial cluster is proposed; - approved the author's methodological approach based on the data of the metallurgical enterprise of the Norilsk metallurgical cluster. When preparing the material, the authors used methods of comparative analysis and methods for constructing integral economic and statistical indicators. The integration of partial estimates of the potentials of the first and second levels was carried out by calculating the criterion integrated indicators. As a result of the study, it was concluded that a balanced assessment of the ecological and economic potential of the metallurgical industrial cluster can be obtained by integrating the assessments of the potentials of the second level of enterprises that form a complex industrial corporate structure. The provisions and conclusions of the presented work can be applied by the management of metallurgical industrial clusters and individual metallurgical enterprises to substantiate corporate development programs, as well as by regional executive authorities to identify areas for increasing the investment attractiveness of the region.
