The development of a new technological structure requires industrial enterprises to pursue an active innovation policy. The article analyzes the indicators of innovative activity of Russian manufacturing enterprises, taking into account their stratification into high-tech, medium-tech and low-tech. The conclusion shows thatthere is a significant lag in the indicators of the planned values in Strategy of Innovative Development of Russia and the world level. Disproportions are revealed in the structure of costs for technological innovations that reducethe potential for innovative growth of Russian industry.
