The authors analyze mutually dependent immediate problems for the formation of an innovative model of development in Russia and offered solutions. Reflections of the different approaches to solving actual problems is youth. It is shown that the fundamental importance today purchased two indicators: quality of life of the population and the human development index, i. e. human capital. In terms of innovative development can occur very significant changes in the economy - from the global to the municipal level. Impact on the state capitalist economy should be primarily indirect. There was a realization that in areas where very tense socio-economic status until the confrontation, only financial means problems are not solved, and deepening. Thus, under current conditions increasing number of Russians are aware that the country''s future without innovation is impossible.
