A new system of norm setting for maximal permissible impact upon environment based on the best available techniques is one of the main directions of the reform of the state regulation system concerning protection of environment. The paper proposes an algorithm of the techniques' choice which enables to substantiate expediency of a certain BAT application for an industrial plant with taking into consideration its ecological-economic effectiveness.
