In present paper, the dynamic analysis of revenues of the regional budget, the structural analysis of expenditures of the regional budget, the trend analysis of a deviation of actual expenditures from planned values is presented. The state of the regional budget of the Sverdlovsk region for 2014-2016 is conducted. The mainproblems were identified and developed a list of activities aimed at solving the problems of the formation and execution of regional budgets. It is concluded that for each subject of the Russian Federation it is necessary to select individual instruments that take into account the peculiarities of regional development.
