The A.I.Osterman’s policy reflected the European political experience at his time and conveyed western management innovations by this way. The reconstruction and analysis of his adaption’s personal strategies elucidates which kind of “tools” were relevant for building the early modern type of government. Being the initiator and at the same time the author of a number of political projects Osterman was one of them who was an architecture of modern state. As it is obvious now this kind of policy were led by European experience because of this the investigation of Osterman’s domestic activity has a big relevance that to understand the process of emergency of early modern Russian government
